The Fiscal Year 2017 Cooperating Technical Partners (CTP) Program for Region 10 aims to enhance the National Flood Insurance Program (NFIP) by building strong partnerships at federal, state, tribal, regional, and local levels. The program offers federal assistance via grants or cooperative agreements to eligible partners, known as CTPs. These partners are tasked with projects that support NFIP responsibilities and help mitigate flood risks.
CTPs are encouraged to actively involve local communities in developing and maintaining flood risk data and products, such as Flood Insurance Rate Maps (FIRMs). The program focuses on improving local engagement and ownership of flood risk data while advancing the Risk Mapping Assessment and Planning (Risk MAP) objectives.
Eligible recipients must have a signed Partnership Agreement with FEMA, be part of an NFIP community in good standing, or be a nonprofit supporting NFIP goals. They should also have systems for collecting and communicating flood hazard data, demonstrate capabilities to complete funded activities, and meet performance metrics. CTPs should consult with FEMA before applying to align their proposals with FEMA's priorities.
